The argument is right, so test the delivery

The diagnosis is sound and worth understanding even if you buy elsewhere: hosted voice runs over your internet line, so when calls break up the cause is usually jitter, packet loss or a router doing the wrong thing with SIP — and a phone provider who does not own the line can only tell you to call your ISP, who does not specialise in voice. Buying both from one supplier removes that gap. What to check is whether it removes it in the contract too: ask for a single SLA covering call quality end to end, not two SLAs stapled together.
