Amazon Leo in South Africa: the Starlink rival that’s playing by the rules

Amazon’s low-orbit satellite network has a registration page open to South Africans, two licensed local partners, and a launch window that looks a lot more real than Starlink’s. Here is what it is, what it should cost, and when you can actually connect.

Can South Africans get Amazon Leo right now?

Not yet – but registration is open, free, and worth doing today. Amazon Leo (the service formerly called Project Kuiper) has opened a South African waitlist at leo.amazon.com and is targeting a commercial launch here in late 2026, delivered through licensed local partners Vodacom and Vanu rather than direct to consumers.

That partner-led route is the whole story. It is also the reason Amazon Leo has a credible path to a legal South African launch while Starlink, three years after arriving in neighbouring countries, still does not.

What Amazon Leo actually is

Amazon Leo is Amazon’s low Earth orbit (LEO) satellite internet network – its answer to Starlink, and now its consumer brand for the service it spent six years building as Project Kuiper.

Amazon began the project in 2019 and has committed more than US$10 billion to it. In November 2025 it dropped the Project Kuiper name – a nod to the Kuiper Belt beyond Neptune – in favour of the plainer, more recognisable Amazon Leo. The technology and the partnerships did not change; only the badge on the box did.

By early May 2026 Amazon had passed 300 satellites in orbit across a dozen launches, making Leo the third-largest constellation in space. The planned first-generation network is 3,236 satellites flying between 590 and 630 km up – and in early 2026 the US regulator cleared Amazon to add a further 4,500, lifting the long-term plan toward 7,700. Crucially, that orbital height is roughly the same as Starlink’s, which means roughly the same physics: latency of about 30 to 50 milliseconds.

That number is the point. Older satellite internet relied on satellites parked 35,786 km above the equator, which baked 600 ms or more of lag into every connection and made video calls painful and gaming impossible. A LEO network sits low enough that a video meeting, an online game, or a VoIP call behaves much like it would on fibre.

Why Amazon Leo can launch here when Starlink can’t

This is the most important question for South African buyers, and the answer has nothing to do with technology. It is about regulatory strategy.

Starlink is wholly owned by SpaceX and wants to sell directly to consumers. South Africa’s Electronic Communications Act requires 30% ownership by historically disadvantaged South Africans for companies holding the network-service licences satellite internet needs. SpaceX has a global policy against local equity ownership, and on 13 May 2026 the regulator, ICASA, formally rejected the Communications Minister’s attempt to introduce an “equity equivalent” workaround – stating it will not move on the ownership rule without Parliament amending the Act first. In plain terms: Starlink’s licensing path just got longer, not shorter.

Amazon took the opposite approach. Rather than fighting for its own licence, Amazon Leo is selling wholesale satellite capacity to local partners who are already licensed and already compliant. Two partnerships make that work.

The Vodacom partnership

Vodacom – South Africa’s largest mobile network and part of the Vodafone group – has signed an agreement to use Amazon Leo satellites for backhaul across its African and European footprint. In South Africa that lets Vodacom extend 4G and 5G into areas where trenching fibre will never pay for itself. Vodacom already holds the ICASA licences and already meets the ownership rules. Amazon supplies the capacity in the sky; Vodacom supplies the licence, the towers, and the customer relationships on the ground.

The Vanu partnership

Announced at the Africa Tech Festival in Cape Town in November 2025 and expanded in early 2026, the Vanu partnership is aimed squarely at rural connectivity. Vanu’s “coverage as a service” model lets mobile operators outsource rural network management; with Amazon Leo as the backhaul, Vanu can bring mobile broadband to communities where roughly 40% of people currently have no connectivity at all. Southern African deployments are expected from the middle of 2026.

Bottom line: Amazon is working with South Africa’s regulatory framework instead of fighting it. That hands Amazon Leo a realistic, legal route to a 2026 launch – one Starlink simply does not have today.

Amazon isn’t trying to win South Africa’s satellite-internet argument. It’s routing around it – selling capacity to partners who already hold the licences Starlink is still fighting for.

For most South African households the Leo Nano is the relevant box. At 100 Mbps it comfortably handles 4K streaming, video meetings and a normal work-from-home day. The Leo Pro adds headroom for small businesses, and the gigabit-class Leo Ultra is firmly enterprise kit – the kind of terminal Vodacom uses to backhaul a cell tower in the Karoo.

One honest caveat: Amazon has not confirmed which terminals reach South African residential buyers first, or whether the Nano is in the launch mix at all. Early deployments may run through Vodacom and Vanu infrastructure well before a consumer dish lands on a suburban roof.

What Amazon Leo should cost in South Africa

There is no official South African pricing yet. But there is enough public guidance to set sensible expectations.

Globally, Amazon has guided that the mid-range Leo Pro terminal will cost under US$400, and it is targeting an even lower price for the entry-level Nano. Industry analysts expect residential plans to land around US$100 to US$120 a month – broadly in line with Starlink – with Amazon repeatedly stressing affordability as a core goal.

For local context, grey-market Starlink roaming kits currently change hands in South Africa at roughly R950 a month with hardware near R6,800 upfront. That is the bar Amazon Leo has to beat.

The Vodacom partnership could be the lever. Analysts believe Amazon may offer the hardware at no upfront cost when it is bundled into a Vodacom contract – the same way South Africans already finance smartphones. If that holds, it would pull satellite internet within reach of a far wider slice of the market than grey-market Starlink ever could.

Starlink still wins on raw maturity – thousands more satellites, real-world speeds, a global track record. Amazon Leo wins on the one thing a South African buyer cannot work around: a service you can sign up for legally, with a launch date attached.

When will Amazon Leo launch in South Africa?

Based on what is public as of May 2026, this is our best read of the timeline.

First half 2026

Amazon hits its US regulatory milestone and switches on a global consumer service from mid-year. Its enterprise beta is already live. In South Africa, early capacity flows to select Vodacom and Vanu infrastructure clients.

Second half 2026

The broader rollout. Vanu’s rural Southern African deployments begin, and residential availability through Vodacom – potentially with bundled hardware – most likely lands in this window.

2027 and beyond

The full 3,236-satellite Gen-1 network reaches operational scale, residential availability widens, and direct consumer hardware sales independent of a Vodacom contract become plausible.
