Connecting WhatsApp Business to your cloud PBX before replies start costing money

Meta ends free WhatsApp service replies on 1 October 2026. Here is what wiring WhatsApp into a South African phone system actually involves, which platforms do it, and the number rule that catches most businesses out.

How do you connect WhatsApp Business to a cloud PBX in South Africa?

You link a WhatsApp Business Platform number to your phone system so inbound messages route to the same queues and agents as calls. It needs a Meta Business account, a number not already registered on WhatsApp, and a PBX with a WhatsApp channel. From 1 October 2026, every reply is charged per message.

Most South African businesses already run two customer conversations: the phone system they paid for, and the WhatsApp number on somebody’s personal handset. The integration exists to merge them.

What changes on 1 October 2026?

Meta is ending free service messages. Replies inside the 24-hour customer service window, free since November 2024, become billable per message.

Meta’s own developer documentation states the rule without hedging: “Any non-template message is charged as of October 1, 2026.” Utility messages sent inside the window, free since July 2025, go the same way. The businesses hit hardest are the ones doing WhatsApp support properly, answering a lot of inbound questions. Their bill goes from zero to per-message overnight.

Run the arithmetic first. A support desk handling 200 conversations a day at four replies each is roughly 24,000 billable messages a month, about R2,880 at R0.12. Not ruinous, but a line item that did not exist in your last budget.

Can you use your existing phone number for WhatsApp Business?

Usually not, and this is the single most common setup failure.

The number you connect to the WhatsApp Business Platform must not already be registered to any WhatsApp account, on a device or otherwise. 3CX’s documentation is explicit: if the number is already set up on WhatsApp, you delete that account first. In practice that leaves three routes.

Decide this before you touch any settings. Reversing it after go-live means another number migration and another verification wait.

How do you connect WhatsApp Business to a cloud PBX?

The sequence is the same across platforms even though the screens differ. Budget a working day for setup and up to a few days for Meta’s business verification.

Create the Meta assetsA Meta Business account, a verified business and a WhatsApp Business Platform account. Verification can run in the background, but the integration will not work fully until it completes.
Choose and free up the numberConfirm it is not attached to any existing WhatsApp account, per the section above.
Create the app and collect credentialsIn Meta’s developer portal, create an app and take the Phone Number ID and access token. Running several WhatsApp numbers generally means one app per number.
Add the channel on the PBXOn Yeastar P-Series this is the Omnichannel Messaging section; on 3CX it is the WhatsApp integration page. Paste the Meta credentials and the PBX gives you a webhook URL for Meta.
Route it like a phone linePoint the channel at a message queue or an external platform, not one person’s extension. A WhatsApp channel dumped on a single extension recreates the pocket-phone problem you set out to solve.

Automation reduces staff time, not Meta’s invoice. Every automated WhatsApp reply is still a billable message after 1 October.

Which cloud PBX platforms support WhatsApp in South Africa?

Support is no longer exotic, but the depth varies, and the newest development changes what “support” means.

The development worth flagging on its own: 3CX now documents WhatsApp SIP calling, which carries inbound WhatsApp voice calls into the PBX over SIP with TLS and SRTP. Incoming only for now, and the setup requires API calls rather than a UI. But it is the first credible bridge between WhatsApp voice and a business phone system, a different proposition from the app-to-app calling we covered in mobile VoIP apps versus WhatsApp calling.

What does this actually cost to run?

Three separate costs, and vendors tend to quote only one of them.

Adding an AI receptionist to answer WhatsApp messages does not escape the per-message charge. It cuts the staff hours, and the platform vendors will tell you that part; the Meta line on the invoice stays.

Our verdict

If WhatsApp is where your customers already are, the integration is worth doing, and the October change is a reason to do it deliberately rather than a reason to wait. What we know: the number rule is absolute, the licence tier is where the real cost hides, and inbound WhatsApp voice into a PBX is real on 3CX but early. What we do not know: the licence tier that carries the channel on every SA provider, because most do not publish it. Ask.

Can I use my existing landline number for WhatsApp Business?
Only if that number is not already registered to a WhatsApp account. The WhatsApp Business Platform requires a number that is free of any existing WhatsApp registration, so a number currently used in the WhatsApp Business app must have that account deleted first, which also removes the chat history stored on the handset.
Will WhatsApp replies really stop being free in October 2026?
Yes. Meta’s developer documentation confirms that from 1 October 2026 any non-template message is charged, which ends the free service-message window that has applied since November 2024. Replies inside the 24-hour customer service window become billable at the service-message rate for your market.
Do I need a contact centre licence to add WhatsApp to my PBX?
It depends on the platform. Some vendors include a WhatsApp channel in standard business tiers, while others place omnichannel messaging in a contact-centre or higher-tier licence. How many WhatsApp numbers can one phone system handle?
This varies by platform. Yeastar states no limit on the number of WhatsApp channels on the PBX, while 3CX requires each number to be associated with its own distinct application in Meta’s developer portal, which makes multiple numbers more administratively involved.
