Fixed wireless vs LTE: only one is a fixed line
Both arrive over a radio, and that is where the similarity ends. Licensed fixed wireless gives your office dedicated spectrum, a static IP and an SLA. LTE gives you a share of the nearest tower. We compare them on measured latency, addressing and throttling policy, not marketing.
Should my business use fixed wireless or LTE?
Pick licensed fixed wireless for any stationary office. Dedicated spectrum, measured latency around 21 ms, a static IP and a written SLA make it a genuine fixed-line replacement. Use LTE for what it is: portable, near-universal, best-effort connectivity for vehicles, temporary sites and the failover slot, not your primary office line.
What “licensed” fixed wireless actually means
The word does two jobs, and both matter to what you can demand from the provider.
First, the operator’s licences. A real WISP holds two ICASA licences: an ECS licence, the right to sell you the service, and an ECNS licence, the right to build and operate the radio network that delivers it. A reseller riding someone else’s network needs ECS only. WAPA, the industry body, is blunt about it: to operate a WISP you need both.
Second, and more important to your experience, the spectrum. Licence-exempt bands such as 5.4–5.725 GHz are open to any operator, capped at 1 W of output power on type-approved equipment. Open to everyone is exactly the problem: your link shares the band with every other WISP and every point-to-point bridge in radio range, and nobody owes anybody clean airtime. Licensed spectrum is assigned to one operator. Comsol, the wholesale specialist behind many business fixed-wireless services, holds 60 MHz of 3.7 GHz plus 28 GHz mmWave, and puts the consequence plainly: dedicated spectrum means the service is not contended and can carry SLA-based guarantees.
The measured result
MyBroadband’s Q1 2025 speed test analysis (793,772 tests against Teraco-hosted servers) put the two big fixed-wireless-built ISPs inside the national latency top 20: Wirulink at 20.84 ms and Herotel at 21.53 ms. The fibre-first leaders ran 7.41 to 14.44 ms, so fibre still wins outright, but ~21 ms is fixed-line territory, comfortably inside voice-quality thresholds. One honest caveat: both ISPs also run fibre customers, so these are ISP-level averages rather than pure-wireless medians. Herotel’s scale suggests the model works at volume – 300,000+ fixed broadband customers across 500+ towns, and MyBroadband’s Best Speed Index Award for 2025.
What LTE really sells you
LTE’s superpower is coverage. Everything after that is best effort.
The coverage number is genuinely remarkable: ICASA’s latest State of the ICT Sector data puts 4G/LTE at 99.5% population coverage. No fixed technology comes close, and no fixed technology lets you put a SIM in a router and be online in minutes at a construction site, a pop-up store or the back of a bakkie. Where the job is mobility or a temporary site, LTE is the right answer and this article ends here for you.
For a fixed office, the picture changes. On a mobile network your traffic contends with every handset on the cell, and the deprioritisation is written into the products. MyBroadband exposed MTN’s approach in August 2025: a hidden 30-day rolling “network optimisation algorithm” that sorts uncapped 4G users into seven tiers by usage, on top of the standard fair-use policy that throttles speeds to between 1 and 50 Mbps once you pass thresholds of 100 to 500 GB. An office running cloud backups and video calls passes those thresholds without trying.
The measured numbers reflect the shared medium. MyBroadband Insights’ Q2 2026 report (360,000+ speed tests plus 20,000 km of drive testing) recorded network average latencies of 28 to 41 ms – Rain 28, MTN 29, Telkom 30, Vodacom 31, Cell C 41 – with average downloads from 22.27 Mbps (Rain) to 91.11 Mbps (MTN). Those are national averages across good and bad sites; your office sits on one cell, and peak-hour congestion on that cell is your problem alone.
Then there is addressing. Mobile networks put subscribers behind carrier-grade NAT (CGNAT): you share a public IP with thousands of other users and cannot accept inbound connections. Outbound traffic is fine, which is why browsing and hosted PBX registration work. What breaks is anything the outside world must reach: VPN endpoints, CCTV viewing from home, remote management of on-site kit, any hosted service. Licensed fixed wireless business products routinely include a static public IP; on mobile broadband, CGNAT is the default condition.

Read the wins column by column and the pattern is clean: everything that makes a connection behave like infrastructure sits on the fixed wireless side, and everything that makes it convenient sits on the LTE side. A business premises needs infrastructure first and convenience second.
LTE sells you a share of the nearest tower. Licensed fixed wireless sells you spectrum nobody else is allowed to use.

Our verdict
For a stationary business in a fibre-poor area, licensed fixed wireless is the closest thing to fibre you can buy over the air: ~21 ms measured latency, a static IP, and an SLA a lawyer would recognise. The honest caveat: those latency figures are ISP-level averages from operators with mixed fibre and wireless bases, and a WISP on congested licence-exempt spectrum will not match them – the spectrum question in our checklist is the whole game. LTE is not the loser here; it is a different product. At 99.5% population coverage it is unbeatable for mobility, temporary sites and failover. It just is not a fixed line, and pricing pages will not tell you that.
