Is your VoIP provider’s ICASA licence still valid? A five-step buyer checklist
South Africa’s individual telecoms licences are heading into their first-ever renewal cycle, and they do not renew themselves. Here is how to check which licence your phone service relies on, when it runs out, and what to write into the contract.
How do you check that a VoIP provider’s ICASA licence is valid?
Ask the provider for its licence type, number and effective date, and check the company against ICASA’s published licensee lists. If it resells another operator’s service, find out which licensee carries your calls. Individual licences must be renewed 12 to 6 months before expiry, with the first expiries in October 2028, so ask about renewal plans too.
What did ICASA announce about licence renewals?
In February 2026 ICASA reminded holders of individual electronic communications network service (I-ECNS) and electronic communications service (I-ECS) licences that renewal is an application, not a roll-over.
The notice, published in the Government Gazette on 19 February 2026, says renewal applications must be lodged no earlier than twelve months and no later than six months before the licence expires. ICASA calls it the first-ever renewal cycle for these licences. Its own worked example: a licence issued on 15 January 2009 expires on 14 January 2029, so the window to apply runs from 15 January 2028 to 14 July 2028.
ICASA gazettes its notice on renewing individual ECNS and ECS licences and lists licensees it expects to renew.
ICASA says it will publish a further notice setting out the renewal process and what applicants must submit.
Each licensee lodges its renewal application, using the effective date on its own licence.
The earliest expiring individual licences named in ICASA’s notice reach their expiry date.
Law firm ENS put it plainly in April 2026: these licences “will not renew themselves”. The risk for a buyer is a provider that misses its window.
Which ICASA licence does a VoIP provider need?
It depends on what the provider does itself and what it buys from others. Many South African VoIP and cloud PBX companies do not run their own network end to end.
| Licence | What it covers | What to ask |
|---|---|---|
| Individual ECS (I-ECS) | Electronic communications services, such as voice, offered by a specific licensed operator | Licence number and effective date, and whether renewal is planned |
| Individual ECNS (I-ECNS) | Building and running an electronic communications network | Whose network carries your calls, and whether it is this licence |
| Class ECS and ECNS (C-ECS, C-ECNS) | A lighter registration for smaller-scale services and networks | Registration number, and whether it covers what you are buying |
| No licence of its own | A reseller selling a licensed operator’s service under its own brand | Which licensee supplies the service and holds your numbers |
None of these is a red flag on its own. A reseller on a well-run licensed network can be a perfectly good choice. The question is whether anyone in the chain is licensed for what you are buying, and whether that licence will still be valid for the length of your contract. Our explainer on whether VoIP is legal in South Africa covers the licensing background.
No provider will volunteer that its licence is up for renewal. It costs nothing to ask, and the answer tells you a lot.
WhichVoIP editorial viewHow do you check a VoIP provider’s licence in five steps?
Do this at shortlist stage, before you sign. It takes one email and ten minutes on ICASA’s website.
What should the contract say about licensing?

Your numbers are the asset to protect. Geographic and non-geographic numbers can be ported to another operator under ICASA’s Number Portability Regulations, 2018. Keep a list of every number you use. Our number porting guide explains how a port works.
Our verdict
Licence renewal is a real but distant risk: the first individual licences expire in October 2028, and a provider that applies in its window keeps operating while ICASA decides. The buyers most exposed are those signing long contracts now with a provider that cannot say which licence its service runs on.
