Is your VoIP provider’s ICASA licence still valid? A five-step buyer checklist

South Africa’s individual telecoms licences are heading into their first-ever renewal cycle, and they do not renew themselves. Here is how to check which licence your phone service relies on, when it runs out, and what to write into the contract.

The short answer

How do you check that a VoIP provider’s ICASA licence is valid?

Ask the provider for its licence type, number and effective date, and check the company against ICASA’s published licensee lists. If it resells another operator’s service, find out which licensee carries your calls. Individual licences must be renewed 12 to 6 months before expiry, with the first expiries in October 2028, so ask about renewal plans too.

What did ICASA announce about licence renewals?

In February 2026 ICASA reminded holders of individual electronic communications network service (I-ECNS) and electronic communications service (I-ECS) licences that renewal is an application, not a roll-over.

The notice, published in the Government Gazette on 19 February 2026, says renewal applications must be lodged no earlier than twelve months and no later than six months before the licence expires. ICASA calls it the first-ever renewal cycle for these licences. Its own worked example: a licence issued on 15 January 2009 expires on 14 January 2029, so the window to apply runs from 15 January 2028 to 14 July 2028.

The safeguard: ICASA’s notice says that where a renewal application is lodged on time, the licence remains valid until ICASA has taken a decision. A provider that applies in its window keeps operating while it waits.

Law firm ENS put it plainly in April 2026: these licences “will not renew themselves”. The risk for a buyer is a provider that misses its window.

Your calls cross several networks. Each operator in that chain needs the right licence, and the buyer rarely sees which one.

Which ICASA licence does a VoIP provider need?

It depends on what the provider does itself and what it buys from others. Many South African VoIP and cloud PBX companies do not run their own network end to end.

LicenceWhat it coversWhat to ask
Individual ECS (I-ECS)Electronic communications services, such as voice, offered by a specific licensed operatorLicence number and effective date, and whether renewal is planned
Individual ECNS (I-ECNS)Building and running an electronic communications networkWhose network carries your calls, and whether it is this licence
Class ECS and ECNS (C-ECS, C-ECNS)A lighter registration for smaller-scale services and networksRegistration number, and whether it covers what you are buying
No licence of its ownA reseller selling a licensed operator’s service under its own brandWhich licensee supplies the service and holds your numbers

None of these is a red flag on its own. A reseller on a well-run licensed network can be a perfectly good choice. The question is whether anyone in the chain is licensed for what you are buying, and whether that licence will still be valid for the length of your contract. Our explainer on whether VoIP is legal in South Africa covers the licensing background.

No provider will volunteer that its licence is up for renewal. It costs nothing to ask, and the answer tells you a lot.

How do you check a VoIP provider’s licence in five steps?

Do this at shortlist stage, before you sign. It takes one email and ten minutes on ICASA’s website.

Ask for the licence details in writingLicence type (individual or class), licence number, licensee name and the effective date shown on the licence.
Match the licensee to the company you are contracting withIf the names differ, ask how they are related. A reseller should name the licensed operator behind the service.
Check ICASA’s published listsICASA publishes lists of licensees on its website. Look for the licensee name and number there.
Work out the renewal windowFor an individual licence, count back 12 and 6 months from the expiry date. If your contract runs past that window, ask whether the renewal application has been, or will be, lodged.
Write it into the contractSee the clauses below. A provider confident in its licence will not mind.
!
Watch out: ICASA describes the list in its February notice as indicative and possibly incomplete. A name on that list does not prove a licence is valid, and a missing name does not prove it is not. Ask the provider for its licence details.

What should the contract say about licensing?

Three clauses protect you if a licence lapses mid-contract.

Our verdict

Licence renewal is a real but distant risk: the first individual licences expire in October 2028, and a provider that applies in its window keeps operating while ICASA decides. The buyers most exposed are those signing long contracts now with a provider that cannot say which licence its service runs on.

Our recommendation: ask every shortlisted provider for its licence details in writing, prefer contracts with an exit clause for loss of licence, and keep your numbers portable.

Frequently asked questions

Do ICASA telecoms licences renew automatically?
No. ICASA’s February 2026 notice says holders of individual ECNS and ECS licences must lodge a renewal application no earlier than 12 months and no later than 6 months before the licence expires. If the application is lodged in time, the licence stays valid until ICASA decides.
When do the first individual ECNS and ECS licences expire?
ICASA’s notice says the earliest expiring licences fall on 21 October 2028. This is the first-ever renewal cycle for these licences, and ICASA has said it will publish a further notice on the process and submission requirements.
How do I check my VoIP provider’s ICASA licence?
Ask the provider for its licence type, licence number and effective date, then look for the company on the licensee lists ICASA publishes on its website. If the provider resells another operator’s service, ask which licensee carries your calls and numbers.
What is the difference between an individual and a class licence?
Individual licences (I-ECNS and I-ECS) are the larger licences ICASA issues to specific operators. Class licences (C-ECNS and C-ECS) are a lighter registration for smaller-scale networks and services. Both are legitimate; what matters to a buyer is that the service you buy is covered by a valid licence.
What happens to my phone numbers if my provider loses its licence?
Your geographic and non-geographic numbers can be ported to another operator under ICASA’s Number Portability Regulations, 2018. Keep a list of every number you use and make sure your contract lets you leave without penalty if the provider can no longer lawfully supply the service.
